However! I'm not sure what the standards even are for hosting a World Cup qualifier. There was a World Cup qualifier in Tahiti (Oceania champions!) and the official paid (?) attendance was 600.
I'm sure there are World Cup qualifiers in some countries around the world where there are no fans.
