It wasn't produced, it was pitched to each of them, and Netflix won out, but nothing had been shot up to that point. There was an article about how Netflix used their analytics to indicate that people who watched the original House of Cards and other Fincher productions also watched a lot of Kevin Spacey, and that was part of the reason he was brought in to star in the show.
Of course the article presented this as a bad thing assuming that no one ever in the history of content production/delivery uses analytics to do the exact same thing.
