No, they are not. If the man was in fact threatening them with scissors then that changes the threat to serious injury or bodily harm in the Use Of Force manual which allows the kind of force demonstrated there in the video. A police officer in the same situation would be justified in pulling his firearm and shooting him so if that is the case he is probably lucky it was a group of rent a cops. Cannot say I condone the idiot who throws those punches though. Not enough details here though. If the guy is telling the truth and he just waived to them and they tackled him then those guards are in trouble. If he swung and punched one of them in the face and they wrestled him down and held him there for the police then only the moron throwing the punches is possibly in trouble. If he brought out scissors and threatened them he is lucky he only got what he did.
