Obviously something happened more than the wave or there is no way it would have got to that.

It is probable that whatever it was did not warrant that kind of response, but I can imagine a a couple circumstances where it might, like buddy attacked them with the scissors and then kept fighting while they were trying to disarm him. Even then, though, the guards are likely in the wrong.

edit: Watched the video again, and I realized that the only thing way out of line was the one guy in the jacket who was punching him. Everything else (mostly just holding him down) seemed pretty on par with them trying to get the cuffs on some guy who is flailing around violently, which it is obvious what is happening. Once the cuffs are on him, they leave him alone.
