I think the point they're trying to make is that no matter where you go, there will inevitably be conflict. In a dog-eat-dog world, everyone will want what you have. Come to think of it, I think Morgan even said something along those lines, didn't he? Even if they went to sea, I'm sure eventually they'd get involved in some kind of pirate-y situation.
Also, I'm sure living on the run is not really fun either. The fact that they all survived on the run was merely a plot device heh.
Hunkering down somewhere really should be everyone's ultimate goal in a disaster situation.
