They can't...it has to be collectively bargained...just as rule changes etc have to be.
Now what I could see happening is that insurance complanies decide not to provide coverage until it is implemented...then the PA would have no choice but to give in. Until then however, this is NOT a league issue but comes down to what the players decide they wish to do.
