Heh the arts aren't a problem in NK, between their elaborate public ceremonies, Hundreds of statues and paintings, and massive movie production and opera's the arts are fully covered.
Food Trucks? What are they going to serve rocks and grass
Civic Engagements, well nobody but the entitled live in the city.
Same with public transportation.
Secondary Suites, lots of those in the Gulags.
