The new CBA keeps that rule, with the noted exception for signing your own RFAs. I'm not sure how Calgary could argue that the new exemption would apply to them.

You can't really point at a previous agreement as an interpretation of a new agreement. I don't see the language as written as being that clear, there's at least an argument to be made.
