Oilers come out on top as they are a team that is trending upwards so moving from the basement to 12th or whatever is still an improvement. The flames in the same spot is essentially an epic failure considering the team is supposed to actually be competitive.

Then I guess we're taking different factors into account. I'm not looking at it vs. expectations, future promise based on potential, etc. I'm looking at these basically as weekly (or bi-monthly) Power Rankings, a snapshot of who's better
right now, as of the last week of February. In which case, I'd say its Calgary.
I actually feel bad for the Flames fans who still have decent, competitive expectations with this team. After 3 straight years of missing the playoffs, my expectations are firmly back to where they were during the pre-'04 non-playoff years. Not the awful late 90's, we're not
that bad. More the early 00's when we were mediocre-bad. It's helping me enjoy this season a lot more anyway. No-one was actually expecting us to have a great season here were they? Didn't TSN pick us to finish dead last out west?
