While having high draft picks doesn't guarantee a Cup, it does seem that they are almost necessary to win one in this era.
The Flames should tank this year, acquire as many draft picks as possible at the deadline and do a one-year psuedo-rebuild with a top 2 pick.

I would probably throw Boston into that mix with an asterisk.
Seguin wasn't their own pick and he played a very small, piece role during the Stanley Cup run only playing in half the games.
