Whereas Americans and Mexicans for example are most definitely not the same because they don't share the same characteristics explained above.
Similarly, Lebanese and Syrians are the same, Argentinians and Chileans are the same, Qataris and Saudis are the same, Germans and Austrians are the same, but Argentinians and Brazilians aren't the same, French and Italians aren't the same, Russians and Chinese aren't the same.
And by same I should really be saying similar. I don't assume that two populations in different countries can ever be the same.
