Someone is trying to reduce the amount of wrong numbers for selling leads to telemarketers.

In my teen years, I worked with my dad doing timeshare telemarketing before anyone knew what it really was. When things got slow, we would create 'leads' on various types of entry forms that would normally appear at trade shows. It was simple, just copy the name, number and address from a reverse directory/phone book onto the 'entry form'

Those entry forms would then be sold to other companies doing the same type of telemarketing. Like time share, gym memberships, etc.

If the company was paying enough, we would pre-screen the leads by a few factors, such as, someone answered the phone, income, correct contact info and name, willingness to talk to telemarketers, before we wrote out the 'entry form'. You could even sell the lists multiple times, if they were good enough.

This was all before computer dialling was really available, so right now you could easily have a guy doing this all day to sanitize his leads and then selling them to these companies. I imagine you wouldn't be able to make a ton doing it now, but in the early 90s, if you could have done that, you would have made a fortune.
