We never saw lord vader actually killing those younglings in the temple, he probably used his lightsabre to cut a cake that he bought before sending them off to a new school.

As for aunt beru and uncle owen, there's no evidence that storm troopers did the killing, luke skywalker (criminal) stumbled across a scene that could have been the result of a sandperson attack.

And there's no physical evidence that the empire or its highly trained storm troopers attacked the sandcrawler, that was war criminal obi-wan kenobi aka ben kenobi using a sandperson attack to twist an innocent boy into joining the rebellion. They didn't find one piece of evidence pointing towards the empire. Oh sure there were bantha tracks and sand people weapons strewn about. But kenobi even stated in his misguided theory that only imperial storm troopers were so precise and accurate. There fore we know that it wasn't the empire because storm troopers have accuracy problems. . . . Serious serious accuracy problems.
