Even under the old CBA, you could waive a player and not send him down and keep playing him in the NHL without recall waivers (the Flames did it with Hagman in the 2010-11 season, then he scored a highlight reel goal against the Sharks in his next game). Once a player clears waivers, you can keep him the NHL for 30 calendar days, or (I believe) 10 games played. At any point during that time, you can send him down without putting him back on waivers (that's why Irving didn't need to go on waivers last week, he already cleared before the season started).
The new CBA eliminated recall waivers.
