Maybe because he was a psycho who liked shooting at and killing cops, had a vivid revenge and hero complex, and it was clear that they weren't likely to get him to surrender without a further loss of life.
I'm sure cops have two fantasies when it comes to cop killers, one is bloody vengence where you get to drill a bullet into the head of the killer (they also have the same fantasy about child molesters). or two watching a cop killer squirming and begging for mercy as they're strapped to the gurney or the chair while they wait to die.
Dornier hadn't gotten his bag limit yet, he was a violent and dangerous and obviously smart man who wanted to be given the opportunity to kill cops.
