Default Water Hammer

Anybody have any luck fixing this. It's a loud bang in your pipes after you turn off a faucet or toilet. It usually happens at the furthest pipes away from the water source.

I've tried draining almost all the water from my pipes and it helps, but then comes back after a few toilet flushes. It only happens after the toilet refills and it's at the furthest part of the house.

It's not copper piping so not sure why I'm getting this. Could air be getting in the pipes?

Is putting in a water arrestor the only fix??

Any help is appreciatted.
