There is a Chinese pingyin (phonetic) IME that comes with Windows that you can use as well as some third party ones.
I type on my phone and use Baidu keyboard from the Android app store since I speak Cantonese and all the phonetic stuff is in Mandarin. Just end up writing the characters with my fingers there.
