I would definately add a video card - if so make sure there are standard expansion ports. I would also go to MemX and pick up an OEM W7 and wipe the computer as soon as you get it and put a fresh copy of W7 on.
Other than that it doesnt seem bad. 10GB Ram is what really stands out. Not sure the type or speed of RAM

No need to buy a new copy, you can
get downgrade rights from Windows 8 to Windows 7.
However, I would just use
Start8 rather than go through that hassle.
