I think it's big enough. I'm looking forward to this game. The cities don't have to be huge in order to have fun.
Edit: I'm assuming that is 2x2 and the dotted line is the city limits, although I can't be sure.

Yup, that is the city size. There is also an option in the menus to get rid of the dotted line so the borders of your city are not so clearly demarcated.
I didn't have an issue with city size in beta. I think in the future I would like larger city plots but it sounds like that probably will happen in the future anyway.
