I see this more as an issue of immigrants (and subsequently the next generation) refusing to assimilate than being a "muslim" thing.

I have been all over Bosnia and have family there, which is one of the most muslim countries in Europe (roughly 45% of the population), and I have never heard of these types of vigilantes. Not that there aren't some people who are strict, but nothing like this. The difference is that they are fully Europeanized.

I also doubt you see much of this in places like Albania or Bulgaria which also have large homegrown muslim populations.
