At 350 bucks it was way too hard to pass up on the Nexus 4 and I've stopped fooling myself that I'll only get a new phone every two years. It makes it a heck of a lot easier getting a phone once a year when it's sub-400 bucks.

Apparently it'll be sold on play store as well without contract but will have custom Moto UI while still being updated by Google? Is that still considered a Nexus then?]

My guess is, is won't be a true Nexus device then, since Nexus has meant pure Android.
The plus being if those rumors are true then it will be awesome to finally have another Android device that gets consistent fast updates like Nexus devices have, bypassing carriers and hardware guys.
