Yes I understand this would be difficult to do.

Ive seen servers walk out with 180 to 300 a night. That should be taxed just like the rest of us.
Everyone I know of that works a job that receives tips, 10% of overall sales are automatically declared on tax paperwork, therefore they are declaring tips and they are paying taxes on them. If someone is regularly, year to year, only declaring their salary and zero tips, I'd imagine an audit would come around pretty damn fast.

Okay, so people complain about having to tip when getting crappy service. Here's the thing, with the tipping system, at least your server has to attempt to make you happy. If they're making a guaranteed rate, they can ignore you the entire meal and it doesn't affect them at all.

I'm far from wealthy, but if I can manage 20% tips on everything, so can everyone else. And again, if you can't--make your own food at home or get fast food. No one is forcing you to eat at a restaurant with a server.
