I can tell you that there is no public transit from north Scottsdale (though there is no public transit from NS to anywhere).
I don't know what it's like from downtown Phx or downtown Scottsdale (or anywhere else for that matter).
But I do think that public transit access is a problem and a failure for the location.

If there is any sense of public transit at all, I would imagine a hub and spoke idea. From the suburbs into downtown Phoenix. So any transit users in this situation would have to go from their community, into Phoenix, transfer, and go down to Glendale. The ring road highway is but a dream for them.
