When I was (briefly) a supervisor I told an employee with alcohol breath to go home, and I was told by my supervisor I had no authority to do that! One of the many reasons I quit that really pointless job.
It's a terribly dysfunctional place. It just amazes me that nothing tragic has happened. I guess hat was my point. I'm not condoning it.

I hope that when you sent the employee home, you also called he/she a cab.
Honestly though, it sounds like you would be a good fit for Penn State if you feel that just reporting it to your supervisors is enough, especially if you know they aren't doing anything. Do the right thing and if you see an employee starts driving while intoxicated, call the cops.
