If you mean musically, then definitely. Grohl was far and away the best musician in the band and he was almost solely responsible for tightening their sound up to what it became. Cobain also openly acknowledged that he wasn't even close to being the best guitar player in Nirvana.
As a songwriter though? Grohl's had his moments but nothing that approaches Nirvana at its best. Grohl has often mentioned how he had a backlog of what would become Foo Fighters songs while Nirvana was still going but he was too in awe of Cobain's songwriting to bring them to the table. I think that says a lot about the quality of Cobain's songwriting.
