If your looking for a cheap, reliable, entry level shotgun, take a look at the Mossberg lineup. They make quality shotguns for very low prices. They can be quite heavy though. If budget isn't to much of a concern, look for a quality side by side or over under. For duck hunting you are only allowed two shells loaded into the magazine so a pump shotgun won't add any value. Skeet shooting you really only have time to get two shots off as well. For either sport, a light shotgun is handy.

You're allowed 3 rounds, so nothing wrong with using a pump or semi-auto.
