Canadian based travel sites that advertise 'package deals' are apparently exempt from the new law (which is lame, since they're often the most deceptively priced of all travel products), and only applies to standalone airfares . Not sure what the official channel is to make a complaint, perhaps at the online feedback form at the bottom of the Canadian Transportation Agency website:

Actually, under the questions and answer section, it says complaints are to be directed to the Competition Bureau:
