Sure, they might be, but if you've ever spoken to a cop on a personal basis you'd know that a lot of it is work related. They don't like to tie up the radios with non-emergent calls through dispatch or their seargents. On top of that, they do take some pretty extensive driving courses and tend to be a lot better drivers than the rest of the public. When distracted driving becomes the cause of multiple police accidents, then there'd be a legitimate issue but that's not the case right now. It's not as if they're texting while they're driving lights and sirens.
