This will have to be at the modem level. All computers on a home network will have the same public ip address - renewing/releasing your computer's ip address will only give you a new lan ip, not a new wan ip.

Even so, the modem may not get a new ip address after a release/renew - it depends on how things are set up by the isp.

One way I've found that seems to work more consistently: If you vote via your phone, stop/start your data connection (or, alternatively, start/stop your wifi connection which will force the data connection off then on). I've been able to get 4-5 votes in a row using this method (also clear cookies - I believe the site checks both cookies and ip address).

Again, if anyone has access to a proxy server, it might help to reconnect to the proxy after each vote (and also clear cookies) as the proxy may be giving you a different ip each time you connect.
