Well, you know at some point, residents have to realize that the city is not Superman. It can't please everyone all the time and work with everyone's sleep schedules. Simply put, they are probably doing your street at that hour because that's when they can. During they daytime they were probably working on the majors streets in the city. So you can either have it done at weird hours once in a while, or not at all.
And yeah, if that wakes up a couple of dogs and light sleepers, well, them's the breaks, welcome to city life. It's full of annoying noises and interruptions, and someone's toes are always being stepped on...this time they were yours. I'm sure a few fire trucks and ambulances have gone by your house in the middle of the night too....do we ask them to stop as well?
