I wouldn't. Chip has gone on record before about how much he likes Foles. He also puts a huge emphasis on reading defenses, not taking sacks, and not turning the ball over, things that are not Vick's strong suits.
I think Kelly will go with Foles and look at a mobile backup in free agency. Someone like Josh Johnson or Tavaris Jackson. If Foles falls flat on his face, then Kelly has a pretty deep QB class to choose from in the 2014 draft.
