I guess they made it up just like everyone in this thread saying there are more bad, irresponsible owners out there than good. Except that quote is from the Calgary bylaw who deal with these dog issues daily. It may not be 90% but I'd bet their guess is a lot better than yours or anyone else's in this thread.
Read up on toxoplasmosis and see how comfortable you are with cats around. You have cat waste around your house, that is a fact, unless you are bathing your cat each time it leaves the litter box.
(For the record I also have 2 cats, I'm trying to bash cats in any way.)

As for your quote - it's not evidence of anything other than the writer is probably a dog person and spun the copy that way. It's not like it's based on any empirical evidence that "the vast majority are responsible and accountable."
