I think that's correct remember that there were lots of cuts to Soviet Naval construction as well, most of their projects were basically abandoned because there was no money to complete it.
Its also no secret that the Soviets are a huge fan of double hull construction and using fairly exotic and difficult to work with metals.
Putin has put a lot of money into rebuilding Russian ship yards and other military construction projects.
