Muzzles won't help. I don't know what the statistics say, but I would imagine that most dog bites occur either on the owner of the dog's property, or when a dog has escaped from the owner's property. Dogs are never going to be required to have muzzles on their own property, so none of the bites occuring in these instances would be prevented anyway.

I think it would a better idea to increase fines for dogs being off leash outside of designated areas. Owners might be more inclinded to keep thier dog on a leash and make their back yards more secure if the fines were steeper and enforced more often.

I'm a dog person, but I don't think its unreasonable to require dogs to be kept under control. Bad dog owners annoy me a lot more then dog "haters".
