To be fair, if I lived on a reserve (particularly a northern one) a really good parka would be among my most prized and valued possessions. I'd prefer to spend $800 on that than a TV or a laptop or whatever. Anyway wouldn't be surprised if they got them in bulk or something.

This is true but the people who make this sort of suggestion don't really care so much if it ends WELL, they just want it to end. Such that this is not a significant political issue anymore - here's $100k, now there is no more first nations status and you're just like every other minority. Which sentiment is, in my view, understandable, if defeatist.
