Wait a minute, in this day and age of advanced technology there surely must be a way.

I know, let's implant everyone at birth with a tracking chip and give them an 'account' everytime you travel on a public highway, flush a toilet, go to school, etc. a user fee is charged to your account. That way you only pay for services you use and nothing else.

I'm sure that plan is something that every freedom loving individual could get on board with!
