That is exactly my point. Right now you're giving money to the 'leadership' of the reserves who often mismanage it to the point of outright corruption. Giving $100k to every Native American person might make us feel like we got the problem off our back, but it won't end well.
There only chance Canada has in terms of 'solving' the problem is to target the younger generation. Get them to focus on finishing high school, and getting full-time jobs or perhaps even going to post-secondary.
There is a huge cultural problem that will take years to solve. I know many Native kids that were pressured into not giving into the 'white man.' Finishing high school and being successful was often seen as 'giving in.' That attitude needs to be fixed.
I have a hard time believing that with all the smart people in this country, nobody has a good idea of how to start fixing things.
