JOB OVERVIEW
Reporting to the Manager Regulatory Services, Natural Gas and Power, the Advisor Regulatory Services, Natural Gas advises on regulatory interaction with 12 major natural gas pipeline companies in Canada and the United States and four major Canadian natural gas local distribution companies used to transport natural gas to various internal and third party markets. You will be expected to develop an understanding of power market regulatory structure and issues and take on additional responsibilities in this area over time.
KEY ACCOUNTABILITIES- Provide well-researched advice on our interaction with 12 major natural gas pipeline companies in Canada and the United States that provide transportation service to the Corporation
- Advise on service offerings, tolls and general terms and conditions for each pipeline
- Seek out opportunities to change service offerings, tolls and general terms and conditions with pipelines so as to improve the Company's netbacks for natural gas sales
- Aid in direct negotiations with pipeline companies to achieve desired settlement outcomes and where settlements cannot be achieved, assist in preparation of applications to regulatory boards to compel such changes
- Work within a multi-discipline group of internal and external people to prepare applications to a regulatory board
- Work with legal advisors to prepare witness briefings
- Ensure the strict timelines set out by the regulatory board are met
- Represents the company at a senior level as a member on various industry committees dealing with natural gas (CAPP; IGUA; IGCAA; Pipeline Shipper Committees)
REQUIRED QUALIFICATIONS

Education and Experience:- Ten years experience in negotiating detailed financial settlements with rate-regulated companies and negotiating operating and market terms (purchase and sale agreements, tariffs and terms and conditions, market/competition administration and regulation)
- Degree in Commerce, Economics, Engineering, Law or equivalent educational background and industry experience
Skills and Knowledge:- In-depth knowledge of the natural gas industries and markets in North America
- Understanding of supply and demand drivers and influences, attainable sources of value, pricing mechanisms, industry participants and market segments, pipeline transportation opportunities and valuation, gas sales contracting techniques, gas marketing industry trends, partnering and value sharing opportunities and early recognition of changing market conditions
- Ability to understand and work with detailed financial models capturing changing regulatory and market impacts
- Strong consensus skills, and the ability to work within large groups having diverse technical backgrounds as well as within internal multi-functional corporate decision groups related to natural gas projects
- Familiarity with the basics of power generation, transmission, power marketing and regulation is an asset
