This being said - I don't know if the dogs you have in mind are showing signs of aggression, or if they are just regular dogs with an owner who is a dufous who is too lazy to put them on a leash while they get in the truck. I can totally see how 4 Rottie could be overwhelming to somoene who is afraid of dogs to begin with. I honestly would tell your neighbour, in as neutral of a way as possible that you are terrified of dogs and would really appreciate it if he could leash them, even when just going to the truck. Sometimes people really just don't see how what they are doing might bother someone else.

As for the aggression part, they bark ferociously at anybody who comes near the house through a metal gate that they can see out of. I don't know if that's normal for a bunch of rottweilers or not, but I'm always glad to be on the other side of the fence as it seems pretty aggressive to me.
