Pit bulls are too powerful and unpredictable to own as pets. This story is another example of that. No I don't have a solidified opinion. #1 reason - I wasn't there.
If I were to guess at what the outcome of responsibility might be (which seems to be what you expect of me); I would say it will come down equal on both sides.
As it appears right now:
On one hand we have 2 young people out with two dogs off-leash that are not trained in recall.
On the other hand we have one adult with 3 dogs, that even while on leash he can't bring under control.
