All injured players always count against the cap, the rule has been that if you are at the cap and need to replace the injured player you can exceed the cap by the amount the injured player makes while they are injured.
Pronger is a 35+ contract so he will count towards the cap if he is bought out or not, unless they make a rule allowing a buyout for a 35+ player.
