Yes, presumably, though prideful - he was in competition with Gandalf, as there were some (Galadriel) who trusted Gandalf over Saruman despite the fact that Saruman was the head of the order and ostensibly the greater wizard. He is later corrupted after finding the palantir when he moves to Orthanc.
