Absolutely dogs should be on a leash, especially in a residential neighborhood, but seeing as how Sliver has admitted to enjoying getting dogs all riled up when he passes a dog in a parked car, this is nothing short of karma.
Even though the lady walking the dogs was completely in the wrong, I have zero sympathy for you. I do however feel bad for your daughter.
