This sounds shady, is a mall like a protection racket, pay whatever we say? Or does their store lease specify higher rents at Christmas and they just don't understand their lease.

This is even weirder, they're not allowed to sell specific things according to the contract? Like what kind of specific things, religious clothing?? A contract can't violate the laws of the land.
