In a modern society criminals should have a chip inserted so their movements can be monitored. Citizens at large should be able to look on their phones and see if any of these scum are anywhere near a school for instance. Their movements should be monitored as should their internet use etc.

Perhaps after a period of 20 years they could have full rights given back to them.
