From the research I did previously (dslreports, digitalhome.ca), the upload speed in the plan isn't stated to be anything specific, you just happen to get 10Mb/s (or higher) if there is available bandwidth. This is why the speed tests are so variable, which some upwards of 20Mb/s.
Maybe that has changed, or will when the plan becomes publicly available though.
Other than the upload speeds, this plan certain is unremarkable to say the least, since it otherwise just matches what Shaw has been offering for more than a year. When the bandwidth caps get lowered, then it becomes worse, especially since such a move would almost certainly be accompanied by Telus starting to meter.
If I was in the market to change providers, I would be holding off until both the plan being advertised to the general public and the actual results of the Feb 2013 bandwidth cap reductions. Jumping in now, assuming Telus remains willfully ignorant of their users usage, would be foolhardy, especially if a contact is signed.
