The risk is that if he does it too early, he'll face huge opposition and the rest of his agenda could be held hostage. With a battle in two years for the House/Senate and a presidential election in 4 years, if he acts too late, his own party will run for the hills in order to concentrate on the individual elections.
The NRA is incredibly powerful. I don't know if the Dems have enough juice to take this on (when they want to concentrate on immigration, the financial crisis, etc).
