Visa Debit or MasterCard debit cards in Canada only operate on the Visa and MasterCard networks outside of Canada because of Canadian legislation.
Inside of Canada they will be swiped by the merchant (or card numbered entered) and the merchant pays for an interact transaction, whereas outside of Canada the interchange discount rate is charged as MasterCard or Visa card.
To be fair, I believe if it's not a MasterCard Debit or Visa Debit card, you can't pay over the phone.
Don't assume everyone has one of those types of cards and don't presume that finding proof of a MasterCard debit or Visa debit card paying over the phone is the same as a regular debit card being a payment solution for over the phone transactions.
I'd also like to take this opportunity to plug the Credit Union's MasterCard debit card offering, the Global Payment Card, which has been around much longer then the chartered banks' offering.
