Maybe, but Zombies don't care about disease, they don't care about frotbite or limbs falling off. they are driven by hunger instinct. If all that was left of a zombie was its head, it would use its toungue to propell itself to the next meal. Basically they're already dead and rotting. The only weapon against Zombies is time. As long as you can stay ahead of them until they basically turn into a apple sauce like puddle of rot they're going to pursue food without thinking.

I think in the first month of a zombie apocalypse 95% of the healthy population dies. When the winter months comes probably half of those survivers die. Plus its not likely that your going to form groups or communities with that death rate. Most people will be alone and sucumb to a game of numbers.
How long would military discipline last? Would leadership and command and control break down?
