Ummm, yeah... not seeing where any "fraud" is occuring. Voting against something and then complaining when it's passed stricks me as internally consistent behaviour. The guy might be schrill/unpleasant but that hardly stricks me as fraudulant and from the sounds of it you don't have anything to "expose", you just have your opinion that this person is disingenious which is hardly damning.
Basically if you have private proof that this person is taking kickbacks, influence peddling, engaging in a conflict of interest, any other illegal activity, or at a minimum explicitly lying to his electors then sure go for it. Otherwise to spare yourself public ridicule keep it to yourself (since as a member of another community you have no stake in it) and let the people in his community (and his competitors) come to their own conclusions.
Really the guy just seems to be acting like an ordinary politician.
